The Willow City Loop is probably the most scenic Hill Country Drive that's near Austin. The views are spectacular along this 13 mile stretch of road that starts in Willow City and ends on Hwy 16. The road is twisty and goes up in elevation for some great vistas. It is a single-land road, and passing is difficult if not impossible most of the time. The speed limit is very low, and you really can't go fast anyways, so be prepared to follow the leader. During the spring when the wildflowers are out this road can be quite packed, especially on weekends. Lots of motorcycles. But during other times of the year it's really not that bad.
